Is it mainly that churches that are based in neighborhoods are upsetting the people there by bringing the homeless closer to their doorsteps? And what are the already passed government regulations the comission is trying to be on par with? There is so much talk about restrictions and regulations, but not a lot of talk about the whys of it. I'm guess thats because people don't want to admit the why in the first place.
